Public building rules

Can someone shed some light for me on Public Building Rules, I have the ability to build on streets but what does that mean in terms of basing? for example can i extend my base out as long as it looks realstic, can i have fading doors in that section? can the enterance be into the property and theres a bit going out not into a street but into a carpark e.g Shitville

you can only have a building on streets without entities in it.
