You get it from CP locker drops, to get this you must successfully steal the locker as a terrorist (and some other special requirements)

How do you get this gun normally? I found it in the water ditch in the mines, As you can see from the kill feed it has faired me well in what was legal rule abiding combat! And I wish to acquire plenty more!
