Important Rule Clarification for battering ram

I was wondering if Nomad or another SA could confirm whether or not the following is allowed formally as neither are really on the rules.

1) If someone doesn't weld their base together and you battering ram over a wall to make an entrance instead of the entrance they designed for example, is that allowed?

I thought it was allowed personally, battering rams are able to knock down props so if someones not welded it isn't it their fault? As long as you're not destroying their base. 

 

Chucking this one in for extra clarification as someone who used to be mod and an Admin+ seemed to challenge me on this.

2) If you see someone with a gun out and having a gun out is illegal, can you still arrest them even if they put it away?

I said that was fine, as long as you had proof e.g. watching him have a gun/raiding
