Take a look at the SQL databases and make sure nothing got corrupted.

You don't just have to restart just goto the main screen and type reload in console. That saved me alot of time when I did addon coding.

If you've lost your permanent weapon and would like to get it back please follow this format Your IGN: Oceanic Your Steam ID: STEAM_0:1:75773868 Weapon you lost: STEM (£30,000,000) A few weeks ago @proxy sold me a Perma weapon (Back when the NPC didn't work, not a clue if it works now) now it's gone...
