I usually use plastic squares and measure out 6 squares, but it is only provisional to get an idea of scale, it is always important to make sure it's perfect, some bases you might wanna only have 2x2 space on the dot and in others u might want more space.

If we're going to say that some laws are limited and that some things are illegal no matter the laws then we might aswell have predefined laws and make mayor a shit job

Server rules have nothing to do with laws. Money making entities can be illegal even though they're allowed, same with guns, mugging people, etc, etc.
