My suggestion for success.
This is an application about you. Everyone having the same points and eventually the same application leads nowhere. Make sure you are known by the players and staff, active, not have any recent punishments. 
If the staff know you and how valuable you would be you don't need a perfect application, similarly, if you are mediocre, a perfect application won't save you.

My final tip is to not ask for attention, no asking staff to reply, no asking for support, nothing.

It doesn't matter how long ago this took place. If you bought a skill twice, and it actually deducted the skill points on the back end then there would be 2 duplicate entries for the skill under your steamid in the database. The only situation where it wouldn't save it to the database is if it was down/having issues then server died not allowing the queue of queries to execute. Lets say this was the case, then how would the skill points be deducted from the database? Its not possible. Its very common that it shows you buying them on the client side (within the UI) and showing a deduction of skill points (again on the UI) but only on the client side/UI. Re-logging would of set the UI back to normal.
You know if you buy the same skill twice it makes it go up tier?
I have also just read this topic you created:
Saying your skill points and challenges don't add up which is "proof" something went wrong. I have gone through your skills and added them up which total around 535 skill points. I then calculated all your skill points earned from challenges and it was not above this number. So there is no proof there that you are missing skill points. Also on that topic QA accepted and have confirmed to me it is only client side.

this has happened to me before. the only reason that it happened to me was because the money that i got was "exploited cash" and i had about 12mil from flipping and was reset to like 500k. stop crying like a little bitch on the forums and message roast about it if you are 100% certain.

You should get a decent understanding of the server rules. Play as many jobs as you can and get to know them, CP, criminal, mutant etc. Reading all of the rules is important, but you should also throw yourself in different roleplay situations so you can learn them better and be able to practically use them in sits. 
Make yourself known in the server, be active, if you make reports then the staff team will get a better understanding about you and how well you know the rules.
When you meet the requirements and you feel ready, you can make an application on forums, if you are having a hard time with it, you can inspire from other apps, like @Mommy said.
