You don't get the rank straight away, you need to be given it by a Superadmin or above, this is to prevent people getting the rank and absuing it straight away.
You will need to talk to @Paineddexth or @Enzo and arrange a mentoring session so that you can learn how the staff team works and how to staff the server.

When you hit the limit, it goes back to 0 as soon as you rejoin. The limit should be 2147483647 but if you supposedly had 2.2b and it didn't reset then it's probably around 2.3b as that's roughly how much Nino had before he had to spend it.
